I can't access options to upgrade my account online

Newbie

Been going on now for well over a month.  When I talk to someone on the phone, all they can do is read me prices of packages. 

When I log onto my account, and go to upgrade, it asks to review my account.  I allow it and it shoots out 3 packages I'm not interested in, So I select No thanks, build my own.  Then the next page gets "stuck"  with a pic of a guy holding a bike in the background with 3 dots in the middle of the screen.  Nothing happens.  Can't get past there, can't view options.

Tried on multiple browsers, and multiple systems.

Also happens when I go through mix and match.  Very frustrated.  Been a Fios customer for over 15 years, but this could push me into another service.
