We are in a community where there is only one service provider whom the majority of the community would rather not use. What would it take to get Verizon to consider coming to that community? (Running lines etc)

Totally depends on where you are located. And if it is worth verizons while to factor in an expensive buildout. Your community may have an agreement with cable to provide the service to the residences in your local.
fios at present according to the news outlets is not doing any new buildouts.
and you could not possibly speak for every resident in your area.
