Utility Box in desperate need of repair

Hello.  Does anyone know how I can elevate utility box repair?  This box is dangerous. The door is open and the wires are exposed. It appears that the box has been hit. Someone covered it with plastic. My guess is this is Verizon’s solution.

 There is a damaged Verizon Utility box on Frying Pan Road and Kidwell Field Road in Herndon, VA. There are holes in that Verizon hub. It is a safety hazard.
