Utility Pole and Verizon lines less than 5' off the ground.

I have an issue in Philadelphia PA with the lines at the rear of my property bering to close to the ground and actually becoming a saftey issue. The line is question are currently less than  4' from the ground. Could you please have somone contact me to set a repair/survey date. There appears to be some type of harness that the wires were attached to one timek but this harness has broken away causing the wires to hang low.
