On Oct 2 at 8:13 am the driver of Verizon van XFX T18 was driving erratically, weaving in and out of traffic on JFK blvd from Lincoln park entrance to Sip Ave.

No lane change signals and speeding. Where's the police when you need them?

No need to speed. Verizon is not an essential service like police, fire or medical (ambulance).

Maybe the driver was on drugs.

That is the only explanation...
