Verizon iPhone 8 Plus relocked?

I was previously a Verizon customer around 2017 when I bought the 8 plus. I left verizon around mid 2018 and used a tmobile sim in my phone without any trouble. Today I had to restore my phone, and now it will not activate at all except with a verizon sim. Is it possible the phone somehow got relocked to verizon? It is not blacklisted, it is paid off, and it has no icloud lock or anything funny going on. I just had to restore my phone because it got corrupted and now it will no longer activate on anything other than the old verizon sim I have.
