Verizon owns the right for phone and Internet

I live about a mile off of highway 460 between Lynchburg and Roanoke Va. Verizon owns the rights for land lines and has (as far as I know) the rights to the Internet service. There are over 40 houses in my development and verizon refuses to put in the infrastructure to offer high speed Internet. What can I do?

Not much unfortunately.

You can try filing a complaint with your local PSC.

But Verizon has stated that they are not expanding service.

No sure if PSC can compel them to provide Internet services.

If you are serviced by copper phone lines DSL will only work upto 18,000 feet from the Verizon Central Office. You may be too far to get the service.
