paying first bill not easy dont make sense

well i paid my bill on line with dept and have checking account call 4 times ask wht did not take out 2 day said takes times call 3 more times said all good paid up to date 6 day latersay bank didnt take payment call cust sevices said this happen many times to other customers then had pay extra 350 cents make payment what wrong with this thanks
