sagging cable line

The entire block attached to the phone pole has come off its anchor and slid down.  The one loop along the road I could easily touch.  This in turn has pulled down  the lines/cable running to my house.  I caught the top of my old camper on it.  I'm so frustrated that I haven't been able to reach someone.  All the automated responses are trying to sell something.  I sat on hold for over an hour this morning and still no one picked up.  Please direct me.  Thank you!
