I have noticed that most of the SPAM I receive has either no date or a blank TO field. Is there anyway using the SPAM filters to specifiy if the TO field is blank or there is no date? I have not been able to find such options.

An empty "To:" field is indicative of the use of the Blind carbon Copy ("BCC:") filed to obfuscate the recipients of a distribution list.
There is nothing in the Verizon Webmail filters that can handle this and most email clients won't either because this is normal email usage. It is always "best practice" to obfuscate a Distribution Listr (aka; D-List) by using the BCC field.
One must create anti spam rules on real data in the Header and/or Body of the spam'd mails singling out that spammer's Most Common Denominator used in their spam campaign.
