My friend is trying to send me email over the last few days, but it bounces back to him with the statement "Over Quota". I am not sure if its a problem on his end or mine. Please advise. Thank You!

The issue is on your end.
You have to many e-mail messages stored online.
#1 Consider deleting the ones that you don't need anymore, that are using the most disk space.
#2 Consider downloading them with a POP3/SMTP Client on your computer.
#3 OR consider having them:
a) Upload the file to a file hosting service.
b) Tell you the full URL of where it is at.

I usually use Micorsoft outlook to check my email. Do I need to go in and delete messages also from my Verizon webmail or do I just need to delete old messages from Microsoft outLook? Thanks for the reply to my question..

Depends on how the email is set up.
The advanced tab of your PC outlook program will show you how your mail will handle messages that are on the server.
