Can't Send or Receive Picture or Group Messages

I've seen this problem on many boards but never saw a solution so I'm hoping for one now.

I get this message when I try to send picture messages: "Message not sent: service not activated on network." I'm also not able to receive any picture messages or group messages. The problem started happening when I switched from an iPhone on AT&T. I've gone through the troubleshooting assistant with no luck. I've deregistered my iMessages so that's not the problem. Please help!
