Phone will not power up past Google screen

Google Pixel 4XL will not go past the "G" power up screen.   Tried to restore, reboot multiple times, no luck.  Suggestions?

Can you get it to boot into Safe Mode?  Here are the steps:

Scott5337, thanks for those details. I want you to have a working phone, especially with all that is going on in  the world right now. Were you able to get the phone to reboot in Safe Mode?
