Can't make or receive calls but can text...

I Can't make or receive calls but can text... It also tells me to connect to wifi calling to complete my call then after about a minute that disconnects... I have the Google Pixel 3 but my wife has a Samsung phone doing the samething.

Can you please provide your closest cross streets and zip code for the area where you are having the most trouble? When did this issue begin? Are you only having this trouble in a specific area or is it anywhere you travel?
