That depends on what you mean by unlocked.  Carrier unlocked vs bootloader unlocked are completely different terms and tend to cause a lot of heated discussions.  Are you asking about Carrier Unlock where you can move the phone from one provider to another?

Assuming this was purchased from Verizon. If yes, it's carrier unlocked, but not bootloader unlocked. Both are unlocked if you purchased the unlocked model.

That is a great question. With regard to the device it is only unlocked after it has been activated for 90 days or more for the unlock to be released. Do you have a device that needs to be unlocked?

The Device Unlocking Policy I linked indicates 60 days not 90 days. Please be sure of the days when responding.
