The drop down menu randomly appears while typing or scrolling

This recently started. My Pixel 2 randomly displays the drop down menu while I'm typing or scrolling. It seems to happen only when plugged in.

Yes, it started after I updated the Android 9. I also did a security update at the same time. I have verified that it only happens when itsi plugged in.

Are you using the original cord that came with the phone?
