Keep getting "unable to verify your Terms of Service" after almost a week

Been trying to activate Home Monitoring for almost a week now, keep getting the dreaded "unable to verify your Terms of Service" message.  No one on any phone number I call can seem to help me.  What's the issue here?  I tried things others have suggested, no luck so far.  Any suggestions or solutions to this problem?
