If nwrickert (DSLR user #1070900) in http://www.dslreports.com/forum/r24693587- is correct about why Mr Steve Gibson choose to reply to ping, then
#1 why does incoming.verizon.net not reply to ping?
Is it because...
a) The owner of that server forgot to?
b) The owner of that server does not know how to?
c) Is the owner of that server scared to?
#2 Please send a message to the owner of incoming.verizon.net to tell them to reply to ping.

I went to http://network-tools.com/ selected Ping as the option, typed in outgoing.verizon.net, and pressed Go.
