Being billed for router i dont have

Im having a problem with a a router that i dont have.

Im a new customer i thought it would be better to own the router instead of renting so i chatted with verizon representative and told her that i want to buy it the router that i have now, i told her that they didnt need to send another router.

But verizon did send me another router, but i missed the ups delivery.  I contacted ups and told them that i would pick up the package at theri customer center, but when i get there they wont give me the package because the address in my drivers licence is different from the address in the package. So i told verizon, told ups about it and nobody did anything so the router went back to verizon.

Now im getting bill for the router i dont have. I call again and they told me to pay part of my bill but they said i still owe 25 dollars for the first instalment of the router.

Why can they see that i return the router, and why cant they fix the problem quickly
