Can't download HSI optimizer

I just upgraded my internet to 3 megs from 1meg and im only getting 1.3mpbs so i thought i would try out the optimizer, but when i click optimze and it sends me to the download page, nothing happens.

I have a windows 8 HP Pavilion desktop with 3gb ram and a good processor so i don't know why my internet speed would be so slow.

#1 What is the brand and model of your DSL modem?

#2 If you have a RJ-45 WAN port router connected to it, what is the brand and model of the RJ-45 WAN port router?

Im using a westell model F90-610015-06 and its connected to a linksys e900 wireless router

#1 If you did not do what is directed at http://www.dslreports.com/faq/13600

and if your RJ-45 WAN port router LAN IP does not start with 192.168.1 then:

a) Visit http://192.168.1.1/ for me and do the following:

b) If you see a Blue and White Westell page, mouse over Troubleshooting, go to DSL, and choose Transceiver Statistics. Copy and then when on-line Paste the information on that page.

c) If using the Red and Black Firmware: Go to System Monitoring > Advanced Monitors > Transceiver Statistics. Copy and then when on-line Paste the information on that page.

d) Try visiting http://192.168.1.1/transtat.htm which is a direct link to the Stats on older modems.

e) If you need a Username and Password, try the following:

admin/password

admin/password1

admin/admin

admin/admin1

admin/Serial Number.

By Serial Number, I don't mean type in the words Serial Number. I mean find and type in the serial number found on the bottom of this router.

#2 If you did not do what is directed at http://www.dslreports.com/faq/13600

and if your RJ-45 WAN port router LAN IP starts with 192.168.1 then:

a) You could change the LAN IP of the RJ-45 WAN port router so it''s LAN IP starts with 192.168.2 for example.

b) And then follow the directions for - assuming #1.

well that depends on:

a) On what firmware the RJ-45 WAN port router is running (For example: If using DD-WRT, I point you to http://www.dd-wrt.com/wiki/index.php/Access_To_Modem_Configuration

While I know the page talks about a PPPoE connection to the Internet, I tried it and it worked on my Static Public IP.)

b) What other netwoking hardware you have - even if it is not connected to anything else right now.

It may not be the answer you're looking for, but I would personally not bother with the HSI Optimizer. Windows 8 should have a robust enough TCP/IP stack in it to account for the 3Mbps speeds. In fact, any OS as of Windows XP is already robust enough to handle it.

If you're getting 1.3-1.5Mbps you're likely running at the 1.5Mbps tier or some reduced flavor of it. Transceiver Statistics in this case is a must.
