Change of internet speed

HI I changed my internet speed from 100 to 75 with the idea of reducing the my bill payment. When I placed order {edited for privacy} today, I saw that I would get $10 reduction. But I am surprised to see the confirmaiton email showing no difference in the bill amount. Please check and advise.
