I have DSL and a phone service.
As of last night, the DSL light continuously flashes red.
When I call Verizon Support, it turns green (and is even faster than usual!) — very frustrating.
Did a little research and other users are saying it is called "High Open." I don't see any any threads on this board matching this problem.
How can I fix this? Specifically, is there a number to call or an email to bypass typical customer support.

Repair guy fixed the problem outside the apartment. Did not enter the apartment to diagnose the problem. Came up to check that everything was now working correctly. Repair ticket says, "service repaired IW at the nid end..... user up and surfing.

Since you have voice service, a high open may also be causing static or other noise on your line which can be heard during a phone call. Consider calling Voice repair if you hear any sort of noise on your line that does not belong and have them repair the circuit. The initial line tests should pick up on a high open.
It wouldn't hurt to perform a NID test if at all possible. Check this document out for more information: http://www.verizon.com/Support/Residential/phone/homephone/general+support/phone+troubleshooting/cal...
