Device still offline from WiFi even after the parental control scheduled it to come back online

I have parental control set to block Internet wifi between a certain time at night. But when it is scheduled to come back online, the device appears to be connected to wifi but none of the apps are actually reconnecting back to the wifi. This is on multiple devices, same issue. (iphone, ipad)
Please advise.
