Fast Upload, Slow Download

I live in Sterling, Virginia (NOVA) and my download is still around 200 with peaks of 900+ upload, but a constant much lower. It's pretty pathetic that it isn't giving me full bandwidth, when I almost always had full speed on the 150/150 plan. It's the same stupid fiber line, all they're doing is allowing it to work faster, there's no reason it should be this **bleep** slow. Had the gigabit package for a least a month or two now, no change.
