I am sitting on hold for 30 minutes. Online service feels that it has been repaired because there was an outage. Outage has been satisfied but battery needs to be replaced. Need to know next steps if general fios line has been 20 minutes.

having a power outage does not warrant a battery replacement.
they are only necessary if you have phone service. Then if power is out they keep the phone on for up to 8 hours.
Otherwise you do not need it.
your ONT and router should power themselves up after a power outage so there must be another issue affecting your service.
