I have seen some of these availability questions answered by Verizon people on here in the past, so I was hoping someone could explain this to me.
Verizon laid fiber through my front yard more than three years ago. I have this panel in the ground and a verizon sticker thing right on my street. Why can't I get Fios yet? The infrastructure is obviously there.
Very frustrated.

What did they tell you when you asked them?
The first thing that comes to mind is some sort of issue with the town you live in. Many municipalities have to approve service providers. Do any of your neighbors have FIOS?

I get the standard *shrug* when I call in, and they say they will add me to a list to be notofied when it's available. As far as I know, neighbors only have Verizon copper telephone service at the most. Not sure why they pulled fiber through my yard. Maybe I would get more attention if it suddenly seemed to get cut.

The address lookup thingie says I can't get FIOS and they have it right across the street!

Most deeds have 'utility easements'. In otherwords, public utilities are permitted to cross the property either overhead with wires, or underground. So in generaly they don't need your permission.
As to why your neighbor has FiOS and you don't, I'd suggest a very careful review of the map. In most municipalites and sub division, you need a franchise agreement to provide services that utilize the utility easements, and most want a monthly fee for the honor. Absent an agreement, the service isn't available. Where I live the City was very slow about coming to an agreement with Verizon, while many of smaller suburban communities were much faster about it. I had FiOS two years before the city residents could get it because of the problems Verizon had in obtaining the franchise agreement (while the local cable company will usually do everything in their power to prevent such an agreement).
