I see that fios hit upland around 2009, for some of these forms... I'd like to know why my apartment still doesnt have it?

Frontier acquired all broadband and landline services from Verizon in California, Florida, and Texas in 2016. Verizon no longer provides Fios in California.
My apartments also recieved fliers that fios was available a couple of years ago but no development happened after that day, I'd like to know why? How can I get fios? I am tired of just having one option that keep raising the prices
