Help!!! websites NOT accessible on cellphones using wifi

Hi, I am having trouble accessing some websites on my cell phone using FIOS wireless network, and this does not happen when I access the same websites on my laptop using the wireless network. It is also working fine when I access the same websites on my cellphone using cellular data.

I have the FIOS GIGABIT plan and am using the verizon router.

Any thoughts?

I was thinking it should be the network problem but it does not explain why it let me access the website on my laptop but not on my phone. I was also thinking there is something wrong with my phone setting but I was able to access the website using cellular data(ATT).

The error I got when I try to open www.douban.com on my phone using Chrome browser: ERR_SSL_PROTOCOL_ERROR

The error I got when I try to open www.douban.com on my phone using Safari browser: Safari cannot open the page. The error was "FetchEvent.respondWith Received an error: Returned response is null"
