How do I get the Cable buried?

The lines for our house and our neighbors house were laid down 6 weeks ago, the county has been out to mark the electical and water lines over 5 weeks ago.  The paint markings from the county are barely visible anymore.  I have tried the chat function in the app and have called twice, but the wait to speak to someone was over an hour.  Am I supposed to burry these cables myself? The cars driving over the cables is not going to last much longer.
