It looks like they're simply trying to play it safe with the line and not bump the speed. Whatever you do though, don't go for 1.1Mbps! You'll be wasting money as Verizon won't set that any higher than 1.5Mbps, which for the extra $10-15 a month isn't worth the speed and potential disconnects. Ask them to fix the provisioning so that it matches 1Mbps. They've got some room to play with in regards to transmit powers (automatically determined) and possible ADSL2+ support, so 1Mbps/384kbps is a pretty good possibility in being stable.

Speed with Westel 6100 modem received around 2007
0.716 Mbps down 0.177 Mbps up
Speed with verizon modem GT701C
0.732 Mbps down 0.289 Mbps up
So I returned it and ordered a Actiontec GT701D.
How do I talk them into pushing it to 1 ?

Just call up Billing and ask them to fix the provisioning to 1Mbps, instead of 768kbps. It's a free upgrade as it's in the same package. Expect to be a little pushy with them as they'll argue that 768kbps falls within your package...
