I have not been able to do so by calling up customer service. All they say is "I am sorry". Verizon does not encourage feedback and does not have a complaint forum for billing issues that I am able to locate.
Any help would be appreciated

I don’t know what state you reside in. However in NY you can contact the Public Service Commission http://www3.dps.ny.gov/W/PSCWeb.nsf/All/B40C096675BE10C085257687006F39E7?OpenDocument

you can send a certified return receipt to your billing address in the form of a dispute. Dollar amount etc. keep a copy for yourself. This is covered under the Fair Debt Reporting Act to protect your rights.
lastly file a complaint at http://www.fcc.gov under their online complaint submission.
you will need a photo or a pdf of the billing document in dispute to up load to them.
you can look up your Public Utilities Commission for your state if different than NY.
