Traceroute to www.shanghairanking.com has been failing on FIOS for many weeks because of which I am unable to access http://www.shanghairanking.com/.
It is a very popular site, home page of https://en.wikipedia.org/wiki/Academic_Ranking_of_World_Universities, and the site is reachable from all cloud machine providers (amazon, google, etc) and cellular networks that I have tested with.
If you have a Mac or Linux machine, can you provide a traceroute to the site? You'll need to run `traceroute www.shanghairanking.com` to complete the Traceroute from a Terminal. Windows won't work as Verizon has trouble with ICMP TTL propagation on the FIOS Network.

It seems the problem is at your WAN Gateway or DNS. Try release the WAN DHCP and renew the DHCP.
Are you using a Google Wi-Fi, in addition to another router with your Verizon service? And are you on FiOS or DSL?
I just performed a Traceroute from a Verizon FiOS network I have access to, and can see similar. We're likely going to need a Verizon Network Technician to fix this.
