It’s called dry loop install for DSL 

now I cannot say for sure if Verizon still does these installs. In essence they assign a telephone line number for billing purposes but you don’t have actual phone service.

for Fios you don’t need phone service.

Verizon doesn't sell Standalone DSL, and hasn't for a few years now. Those who got to keep their standlone DSL only line can't make any account changes without having to order a landline in the process.

You can still get standalone DSL through a CLEC provider such as DSLExtreme, Cavalier or MegaPath.
