To verify, this line test was performed while nothing else was using your connection, correct? What you're seeing here could be congestion if this is the case, but there isn't any packet loss showing up yet (which is also common).

One thing to check is your modem's reported speed along with a speed test. You can get that by visiting http://192.168.1.1/ and looking at the main page. A speed test can be ran at http://www.testmy.net/ or http://www.speedtest.net/

idk speed seems fine but not always, internet will stop for like a brief second. for example a youtube video will just stop loading all of a sudden and then i gotta refresh or skip a bit to continue loading/watching a live stream will stop for a second and will restart stream on its own?
