Issues Updating an Online Game

Several weeks ago, I was contininously disconnecting from my game. Now, for the past two weeks, I have been unable to update my MMORPG and I cannot play at all. Everytime I attempt to update the files for my game, I recieve the error: "failed to update (28)".

However, I can access websites on my computer and use the wireless connection on my other devices. I had a conversation with the game developers, they analyzed the files and said they were not corrupted and my issues are probably because of the ISP cache. I am wondering how I can resolve this issue, because I am running out of ideas. Are you seeing disconnects in any other service, for example, Twitch.tv streaming? Sounds to me like your DSL could be dropping out.

I have had issues connecting to Twitch.tv many times also.
