Loses Internet connection for 2~3 seconds, come back on immediately

My internet has been giving out occasionally, losing internet connection for 2~3 seconds and immediately coming back on. I monitored this issue while pinging to '4.2.2.1' and when I do lose internet, it says "General Failure" for about 3~4 pings. I can't remember when this began but If I had to guess was when I downgraded to 150 to 100.

I called Verzion and twice and they have not fixed the issue.
