I live in the New Brunswick NJ area and I get my High Speed DSL from that hub. If you are also in that area, Please monitor your internet speed during peak hours (8pm to about midnight). I guarantee you will be noticing Verizon is not supplying the proper bandwidth. Everynight I get about 1.5Mbps where my contract states I should get 3.1Mbps at the minimum.
Have you tried to, by any chance ask Verizon to change the data circuit your DSL line routes over on the CO's end of things? Verizon is bound to have a few spares handy but have just unevenly loaded the lines. If you want to talk to someone inside of Verizon who can see what the deal is with these slow speeds, let me know through a Private Message on this forum. He can solve many of these issues himself.
