I am trying to figure out if services can be available at property we are in the purchase of buying. Currently it is undeveloped land but will eventually have 3-4 houses on it. I currently have Fios at my house which is roughly 1 mile away from the proposed property.

Verizon doesn't comment on expansion.
Until the units have a proper street address Verizon doesn't have any way to determine if they will have service. And unless there is service very close (ie adjacent to the property), it is highly unlikely they will spend the money to extend for 3-4 units who may want service.
