New Lines and minmal increase in speed

Two weeks ago Verizon was out and Strung new lines directly from my house to the main Junction box to replace the underground lines that have given years of static and poor service.  With the new line my phone was finally clear and my download speed was as 2.3 mps.  The DSL tech and lines man were both a bit surprised that the speed was not faster.  In the past I was told that at the main Junction the speed was 3.2 mps.  Over the course of the weekend the spped dropped to 2.0 mps which was still good, considering that for the past year they provisioned me down to 1.3 mps to due the poor lines.  Prior to that the poor lines had been able to supply 1.8 mps.  Over the course of the week they dropped my speed down to 1.8 and finnally down to 1.5 mps.  Customer Service had called me twice and promised to have a tech check things out as well as give me a call.  Both of which never happened. 

While I know that the line annuation is high, I do know what speed I had with poor lines and better speed I was able to get with the new lines.  It just seems like Verizon does not care about home phone service any longer.
