No Internet for new customers?

I am so frustrated! I moved onto an island that is served by Verizon. No Fios - just DSL. I have spoken to five neighbors and the town hall. When asked how they access the internet all of these people replied "Verizon DSL" When I tried to purchase this service I was told that the only internet service available to the island was "not available to me at this time" What does this mean? Is the island at capacity and I have to wait for a spot, our is DSL being phased out even though there is no alternative? The operator has no information and cannot direct me to someone that can clarify this.
