Not Sure if FiOS Activation Fee is Valid in My Case

I was signed up for FiOS month to month 15/15 internet at my old house and then recently moved to a new apartment. I "moved" my FiOS service to this new place, but I was told I had to upgrade to the month to month 50/50 service, because the 15/15 service wasn't offered anymore.
My installation fee was waived, but I'm seeing on my first internet bill for the new apartment that an activation fee of about $70.00 is being applied in 3 separate installment payments. Is the activation fee still valid, even though I've just "moved" my FiOS service, as opposed to being a new customer?
