Not achieving speeds with Moca adapters ECB6200

Hello everyone,

I have ditched the G1100 for a netgear R9000 router. I have no stb currently. I'm using HD Homerun prime with a cable card for TV. I have three Moca 2.0 Bonded adapters. I'm having trouble obtaining bonded speeds. I top out at 480 download and 390 upload. Now I am paying for 1 gigabit speed.  

My setup ONT has ethernet cat 5e into the Netgear.  My coaxial goes from my outside ONT into a verizon 2.0 bonded 5-way splitter.  RG6 takes my signal into the house an splits it into another verizon 2.0 two way splitter with one going to a  Moca 2.0 actiontec adapter in my basement and to the living room where its split again and feeds another Moca adapter that foes into my Netgear R9000.  I have another Moca 2.0 adapter upstairs thats  connected directly to the coaxial.  I looked into my ONT box and the Moca light was turned off could this be my problem?

All of these are working fine achieving Moca speeds 400 and less but not bonded speeds.Why I can't achieve bonded speeds? Please help!!
