May a Verizon customer who now has "regular" land line phone service and has DSL keep DSL but discontinue land line voice?

If so what are the terms and conditions of just keeping DSL?

Land line phone service is not a requirement for DSL with most providers.  You should check with customer support to verify that Verizon will allow it.
