The Fios parental controls, as I see them, let me limit internet access to a device up to 7 days a week, but it has to be for the same hours each day. I'd like to have different internet access times for different days, per device. Is this possible with the standard Verizon parental controls? I see the McAfee parental control option marketed: would that let me do what I want to do? Any other tips? Thank you.

Don’t ever use any McAfee or Norton-Symantec products. They do more harm then good.

Here is the manual which should help you set up parental controls. However I am doubtful on the parameters you wish to achieve.
