I keep on getting a message from VISS that my firewall is turned off and every time I try to go and turn it on it will turn off and my real time scanning is also off and will not turn back on. I have completely uninstalled VISS with the tool provided by Mcafee. I reinstalled it last night and still the firewall will not turn on.

In some cases I have seen this from malware on the computer itself, if you are not able to reinstall it and fix the problem. Run the following programs and see what they turn up:
MalwareBytes Anti-Malware: http://www.malwarebytes.org/ (Pick Free download. Avoid Toolbars and the free trial offered by MBAM).
TDSSKIller: http://support.kaspersky.com/5350
That was but one reason why I uninstalled that software.
Aside from the resources hog that it was it would also throw false positives. You are better off without it, use Microsoft Security Essentials which is free and you can add Malwarebytes which is also free. Then just use the firewall in Windows
