Why I cannot get high speed internet for 3mbps or fios in $ 79.99 or for $ 109.99....?

Verizon all office is located on my street florida grove road woodbridge every morning 100 s of verizon technician go near my house , All local Long distance and fios tv internet and phone lines start near my street to go everywhere is downtown of perth amboy and woodbridge but..... my apartment does not qualify for fios or high speed internet for 3mbps my next door neighbour does that with verizon I upgraded to 3 mbps never got that speed but I pay same price for less speed. Because I am an existing customer I am not qualify but new customer live in my apartment does. My contract is over since more than one year and I think I need to switch.
