Given that the packet loss you are posting here is just on a single hop and doesn't follow through to the destingation at all, I'd have to say that's ICMP depriortization and nothing to be concerned about. If you were experiencing packet loss at and after that hop, that'd be different. Are you experiencing any actual issues?

Also, don't expect Verizon  to help you if are experiencing issues starting at an ALTER.NET hop. They'll either tell you it's not Verizon or that they have no one to communicate with in regards to. I suggest you use ARIN to find a NOC contact instead 🙂
