Quick question: TCP/IP tuning

I just today remembered that there is a utility somewhere on the Verizon site that I can run to adjust the TCP/IP{ parameters on a computer for better throughput on high-speed networkd. I'm searching, but not finding it. ANyone here has a quick link?  TIA.
