Repeating slow internet

Since November 2012, My internet will slow down to .4 download and .4 upload. and at that time the ping is over 500 ms. Since that time I have received 3 'new' Verizon modems. This is always the first automated reply from Verizon Tech Support personnel. I have had this recurring problem for 3 years, my patience has worn thin. In that time I have been told that a hub server went bad,  a switch in New York was mistakenly switched, the copper lines were stolen, or water got into a hub and shorted out the wiring.

I know what the 'canned procedure" for Verizon Technicians is. Quote Turn off the Modem, Turn Off the Computer wait 20 - 30 seconds and turn both on.

Did that fix the problem?'

NO!!

next let's go into the modem, No problem there. Is your computer hardwired to modem, YES!!

Hmm, let me run some tests, the line works, We'll send you a new modem and call you in 2 days.

2 Days later, new modem arrives. Technician calls ' Does your new modem work?"

It's lit up. The internet is still slow.

Let's run some tests "Turn off the modem and computer wait 20-30 seconds and turn both on."

Is the problem fixed?  NO !!

We'll upchannel this to the next level for you a Repair man will be there in 5-7 days.

Repair Technicina arrives 7 days later.

Your modem is working fine in fact it can receive more than you account requires.

i checked the "HUB" 3 miles away and it is working great, too.

We'll upchannel to the next level to see why your internet is slow.

7-10 days later, I have a new modem problem not solved and then I get the replay that copper lines were stolen, water got into a hub, a switch was turned off in a provider 3000 miles away.

OOPS, SORRY for the inconvience. Good luck Thanks for being a Verizon Customer

6 months later the problem repeats and It all begins over again.

Thank you Verison for fixing your equipment with tempory "Band-Aids" 

instead of actually permanently repairing the problem.

Yes, Verizon does have FIOS and it is faster. However, oops we are soryy 
FIOS is not available in your area but we have High Speed Internet..

Well, then do something to provide me with GOOD  HIGH SPEED INTERNET !!
