Slow DSL Owings MD

My DSL speed has dropped to 2526, it used to be at least 3360.  I have connected the DSL modem to the customer connection at the NID, that did not help. 

Downstream Line attenuation 48.0 db, Noise Margin 12.6 db  Downstream 832 Kbps line attenuation 31.5 db, noise margin 10.0 db.

Were those readings taken at your NID? It seems like you've been "optimized" down to a lower rate that provides some more stability by adding in some margin/SNR as a cushin.
